For a long time, for civil servant duties promotion is of significant to cultivate and select the leader and encourage the civil servant. However, there are imagery construction, political achievement construction and staff corruption etc in local government so that we have to exam the encouragement function of civil servant duties promotion again. In the current public human resource management, overemphasizing encouragement function of civil servant duties promotion fails others encouragement methods. While civil servant duties promotion and encouragement function will exist the imbalance between supply and demand on organization scale and civil servants own condition etc, and civil servant duties promotion can not supply the continues needs of encouragement. Meanwhile, overemphasizing encouragement function of civil servant duties promotion will lead to the lack of promotion resource distribution during the process of promotion so that there are some negative influences and puzzles during this process. Accordingly, we have to exam the encouragement function of civil servant duties promotion again. Through perfecting the system of civil servant duties promotion, enriching the encouragement methods and establishing the administrative culture of competition and cooperation, it can correct the misunderstanding between civil servant duties promotion and encouragement function. This thesis will target civil servant duties promotion and focus on overemphasizing its encouragement function, then neglect resource distribution and other encouraging methods. Furthermore, it will analyze its roots logically, and try to arrange the relation between civil servant duties promotion and encouragement function, exam the encouragement function of civil servant duties promotion again and finally put forward to its countermeasure.Part One focuses on the analyzing the encouragement function of civil servant duties promotion. Though civil servant encouragement system is divided into spirit, material and duties promotion, it can make civil servant double satisfaction on both spirit and material objectively because duties promotion can improve the status, enlarge power and increase the income. Hence, civil servant duties promotion can play an important role in the methods of encouragement. This function can be shown: material encouragement function, spirit encouragement function, power encouragement function.Part Two aims at analyzing the puzzle of the imagery construction, political achievement construction, staff corruption and resource wasting etc in local department and consider the puzzles of overemphasizing and replying on the encouragement function of civil servant duties promotion as follows Wrong political achievement leading to the harm of public benefit; pursuing duties promotion secure leading to human resource corruption; error of post and specialty leading to decrease performance and waste human resources; unnecessary competition leading to the inharmonious relations. Well, the reasons are up to different aspects. However, the paper will analyze the encouragement function of civil servant duties promotion and put forward to overemphasizing the encouragement function of civil servant duties promotion is one of main reasons.Part Three focuses on logically analysis of the reality roots on the basis of imbalance between civil servant duties promotion and encouragement function, invalidity of other encouragement and lack of civil servant duties promotion distribution. Civil servant duties promotion system can not supply increasing needs, overemphasize it as a method of encouragement and lead to the imbalance between supply and demand. Accordingly, all of them are roots of reality puzzles. Meanwhile, civil servant duties promotion is one important part of public human resource, whose function is not only focused on the development of encouragement function. Neglecting resource distribution will run into the shortcoming of Peter Theory on the imbalance between staff and post.Part Four aims at arrangement of the relation between civil servant duties promotion and encouragement function on above discussion and then put forward to countermeasure of improving the civil servant duties promotion in reality by completing civil servant duties promotion system, enriching encouragement methods and establishing harmonious and cooperative organization culture.
