Prison Enterprise Criminal Countermeasures Research

Reforming criminals through labour is one of the most important ways of offender rehabilitations in our country. As the prison management develops, the form, content and system of offender rehabilitation are gradually improved. In the new century, the Ministry of Justice formally defined the corporate nature of the prison.Reforming criminals through labour not only rehabilitates the prisons, but also create economic benefits and increase the government-owned asset. Considered the prison as an enterprise, it might receivefewer orders because of the challenging from external economic and market competition; and it might have low productivity and product quality because of the lack of management internally at the same time. To enhance the productivity and economic benefits of the prison as well as the offender rehabilitation, the management incentive theoryis introduced to the prison management.Managing the prison as an enterprise has just started. There are many researches regarding how to motivate prison polices, but few focus on motivating the prisoner. The management method proposed in this study is based on the prison management experience in prisoner motivation and literatures of motivation management from the foreign prisons.This study introduces the history of prison enterprises, and defines the related background information first. Secondly, the special characteristics of prisons as enterprisesareanalyzed, and the paths to motivate prisoners in the enterprises’ perspectiveare also discussed. Thirdly, R prison in Fujian provinceis studied as an example, and the prisoner motivation methods are summarized. Fourthly, based on the summary of prisoner motivation methods in R prison, the fuzzy comprehensive evaluation method is applied to evaluate and analyze the effect of motivation. Finally, many suggestions to improve the effectiveness of prisoner motivation are proposed.
