A Study Of Our Country's Present Government-enterprise Relationship

With 20 years of reform and opening up,our country has gradually transformed from the traditional planned economy into socialist market economy.The relationship between government and enterprise also,to a certain degree,has been readjusted.However,with the high-speed development of our country's economy,a lot of unaccustomed phenomena of administrative system have appeared step by step as well as many problems existing in the government-enterprise relationship,which directly affect the conversion of government's functions and reform of state enterprises.In face of WTO and new economic challenges,it becomes especially imperative for us to establish a set of administrative system which should be in conformity with not only the rules of WTO but also the inherent law of market economy so as to mold a new-type government-enterprise relationship.Under the circurnstanes of socialist market economy,remolding the government-enterprise relationship the prerequisite of fully converting government's functions and making alive state government from enterprise and to push on the enterprise's transformation with modern systom.In the traditional systom of China, the government-state enterprise relationship is like father and son.In socialist market economic systom,the positions of government and enterprise should be re-located,their relationship should be remolded so as to resume the status of enterprise as market'sprincipal part and govermment as public organ.This thesis,according to some theories about government-enterprise relationship,objectively analizes the situation of our country's government-enterprise relationship under the circumstances of present market economy. Meanwhile, it also puts forward some creative proposals for remolding our country's government-enterprise relationship.This thesis can be divided into 3 part.Part one is a theoretical analysis of government-enterprise relationship. It introduces the characteristics of governmentand and enterprise,analizes ineffectiveness of market and government,and puts forward a theoretical frame of government-enterprise relationship in market economy.Part two analizes the present situsation of our countys government-enterprise relationship. On the basis of listing the existing problems with their harm in presentgovernment-enterprise relationship, this part makes a detailed analysis on the reasons which lead to our countrys government-enterprise relationship to confusion.Part three puts forward some tentative ideas on how to remold our countrys government-enterprise relationship. First is bring up modern enterprises. Sscond is to further abjust governments organs .Third is to re-define governments functions according to the requirement of market economy.
