Study On The Government Responsibilities In Enterprise Annuity Management

As an important supplementary system in China's pension insurance system,enterprise annuity is also an indispensable part of China's pension insurance system.Under the social background of the aging problem in China,the establishment and improvement of the enterprise annuity system has become an important guarantee for the pension level of enterprise retirees.At present,a major problem in the development of corporate annuity in China is the government's management of state-owned enterprise annuities.State-owned enterprises have important status,a large number of employees,and high economic returns.Therefore,it is necessary to strengthen enterprise annuity management.As the state administrative organ,the government must assume corresponding responsibility for the formulation,operation and supervision of the state-owned enterprise annuity system.This paper takes government responsibility as the starting point,based on the theory of service administration and institutional supply.By defining the concept of enterprise annuity and the function of government in the management of enterprise annuity,and takes A state-owned enterprises as a research example.Through the analysis of the development status of A state-owned enterprises,it explores the shortcomings of the government in the state-owned enterprise annuity management: First,the development of enterprise annuity management system lags behind;Second,the supply of enterprise annuity incentive policy is insufficient;Third,the legal supervision of enterprise annuity is not perfect.The analysis concludes that the reasons leading to the problems of government functions in the annuity management of A state-owned enterprise are as follows: imperfect government system design,excessive reliance on traditional pension path,and failure to follow up the construction of supervision system.Through comparative analysis with foreign countries with mature enterprise annuity system,we draw on the experience and lessons of foreign enterprise annuity management to develop China's state-owned enterprise annuity management system,and propose to improve China's state-owned management system from three aspects: management system,institutional guarantee and supervisory system.Recommendations for government responsibility in corporate annuity management.The specific measures are as follows: first,to accelerate the formulation of relevant laws and regulations of enterprise annuity management,strengthen policy guidance and publicity to speed up system supply and legal guarantee;The second is to optimize the annuity management system of state-owned enterprises by optimizing the allocation of annuity assets,preventing annuity management risks and establishing a unified information platform.Third,we should improve the government supervision system and establish a sound information disclosure and reporting system to improve the enterprise annuity supervision system.
