In china urban land owns to the government and land market is formed through carrying out using land limitedly. In this form the government is the only owner of urban land. The first monopolized market of urban land is formed through leasing of the property of using land getting through market can be transformed if it is consistent with the contract. The second land market is formed. This reform of land market is the institutional base of building urban land reserve system. Since the reform of using urban land in our country the urban land market is developing gradually. At present the market is in the young stage and it has become an important part of the market system in our country. But the land market has disadvantage as follows because the property of urban land is not clear and the management system is not perfect. First, the land market is not stable and the supply and demand of land is not balanced. Second, the loss of land income is very serious. Third, developers control a lot of land, which is not used. Based on the condition, the urban land reserve system in some cities in our country is built such as HangZhou and ShangHak Nan Tong city and so on.As an attempted institution, the theoretical research and practice is still in the first stage of the urban land reserve system. Further study is scarce, which lead to that the mode and effect of it is different and in the progress of carrying out it the problem of uncoordinated regulation and imperfect institution existed. So it is necessary to study these problems objectively and analyze the reason and resolved these problems through theory and practice in order to perfect the urban land reserve system.In chapter one of this article, the background of the research is proposed and analyzes the purpose and significance of the research. Then the research of urban land reserve system in our country and in the world is analyzed.In chapter two, summarizing the background and model of building the urban land reserve system abroad and their advanced experience, proposing the suggestion to carry out the urban land reserve system in our country.In chapter three, from the reform of economy of social market, proposing the basic mode of the urban land reserve system the different mode is analyzed and the different effect of them on the carrying out of urban land reserve system is proposed. Author think that the main aim of building urban land reserve system is to strengthen the control of government on the land market and realize the value of the land estate.In chapter four, the problems in carrying out the land reserve system are analyzed such as the characteristics of unified purchase, the determination of land purchase price, the road of accumulate the capital and the resisting the risk and so on.In chapter five, on the basis of summarized the experience of the implementing of urban land reserve system all over the world the main resolutions and suggestions are proposed.
