With rapid urbanization process, land demand presents the expansive tendency continuously, but scarce quality of land supply and limitless quality of land demand lead to the long-term unbalance of supply and demand of urban land, hence it is necessary to research how to deepen land use institution reform from the angle of land demand. Urban land reserve institution is called a institutional innovation in the cause of land use institution reform, after the practice of some years, it has made some achievements. When the institution spreads gradually form spot to face, to deepen the study of models and operation is of great significance for the development and perfection of the institution.To begin with theory, the thesis forms the basis for theoretical analysis. Secondly, by comparing and analyzing available models, it draws a conclusion that the model under the domination of government adapts to the condition of our country. Thirdly, the thesis concretely research into some problems in the process of operation. From various angles, it stresses the study on the price of land purchase, and it defines the constitution and content of the price, it also proposes how to calculate the price of the different type lands. By combining theory with practice, this thesis thoroughly studies capital collection, it analyzes the circle of capital of land reserve, at the same time,it also proposes various means of capital collection. Finally, based on the above study, from total and development angle, the thesis puts forward some tactics and suggestion, which include the following aspects: strengthening functions of government,defining property rights of urban land,establishing the institution of entrust the agency,perfecting the correlative laws and regulation and so on...
