Thus, the research for the technology innovation system, which not only boosts up the enterprise's technology innovation ability, but also makes the most of all-around, is of great help to the improvement of the enterprise's technology innovation ability, the realization of its effective technology innovation. Outside the enterprise, the investing and financing system, policy and statute, and market information as well restrict technology innovation.Part four chiefly concerns how to improve the enterprise's technology innovation ability. Concerning the restriction factors, an enterprise should do the following things to improve its technology innovation ability. Firstly, it should perfect its property right system. Secondly, it should optimize its formation of persons with ability. Thirdly, it should complete its organizations.The last part, part five is mainly on the switch of the government's function and the optimization of the conditions for technology innovation. As we know, technology innovation is a social economic activity of many steps and stages. Although it is of various kinds of conformations, it is often done under certain circumstances. Thus, it is bound to be restricted by the reality. This kind of environmental factors is beyond the reach of the enterprise, so it requires the government to construct a favorable surroundings to the technology innovation.
