Science and technology are the primary productive forces,the concentrated embodiment and main symbol of advanced productive forces.Scientific and technological innovation has become the core driving force for governments around the world to promote economic and social development.For China today,scientific and technological innovation has also become one of the most important internal driving forces.Therefore,the promotion of scientific and technological innovation ability can not only improve social productivity,but also stimulate the vitality of regional economic and social development,and further improve and enhance people's living standards.This paper takes S District of S City as the research object,combined with the current situation of S district government's science and technology innovation management,analyzes the shortcomings of S district government's science and technology innovation management,and puts forward countermeasures to further improve s district government's science and technology innovation management level and promote regional innovation development.First of all,this paper expounds the research background,research significance,research status at home and abroad,research methods and ideas.It also expounds and analyzes the concepts of science and technology,science and technology innovation and government function,and demonstrates the quasi public product attribute of S district government's science and technology innovation management from the aspects of government function and service function.Then,this paper introduces the current situation of s-district government's scientific and technological innovation management,through questionnaire,data analysis,field research,etc.,combs out the problems in the process of s-district government's scientific and technological innovation management,such as imperfect management of scientific and technological services,ineffective cooperation of management departments,less prominent role in promoting the innovation and development of special industries,and less obvious effect of industry university research cooperation The reason of the problem is analyzed.Finally,on the basis of reference to the experience of domestic and foreign governments in the management of scientific and technological innovation,this paper puts forward specific countermeasures in four aspects:policy system,index setting,industrial agglomeration,cooperation of government,industry,University and research.Research and analysis show that the S district government should continuously strengthen the management of scientific and technological innovation,specifically to speed up the improvement of policy support,increase the assessment of the management department of scientific and technological innovation,scientific planning characteristic innovation and key industry construction,and deepen the cooperation between industry,University and research.
