Human resource was ignored by researchers in the early development of strategy management theory. Now the theory has taken human resource as the most important factor in competition, having experienced the stage of human resource serving the theories as a module. The emphasis of competition developed from market, and then products to technology. As the result, scientific and technical person has become the core resource during the course of enterprises' and even the countries' development. But it is not easy to make full use of the special resource, since it is so active. And this problem has raised the concerning from researchers of strategy management theory.This dissertation is on the motivating law of scientific and technical person. And the whole article can be divided into two parts. The first is on some important conceptions and classical theories. And the later is on the law with its emphasis on incentive factors.Based on the analysis of classical theories, the dissertation raises its views. It is the performance that leads to the feeling of satisfaction, but notthe opposite. So the emphasis of study is transferred from the 'diligence' to the 'performance.'. Then a extended comprehensive model of motivation is built up. According to this model, the dissertation gives the incentive factors of scientific and technical person. They are competence, rewarding, pressure, ownership of human capital and some others.Having found out the incentive factors, the analysis is firstly fixed on the problem that how a single factor determines the incentive strength, then multi-factors.Finally, the dissertation discovers the law during the course of the scientific and technical person' growth. It shows that the course can be divided into some stages. Each stage has its own character, which provides the direction to choose different incentive factors in different stage.
