The Innovative Study On Motivation Mechanism Of Chinese Civil Servant

Civil servant incentive mechanism is an important part of civil servant management system. It plays a positive role in exploiting civil servants' potentialities, stimulating civil servants' enthusiasm and enhancing administrative efficiency. In the meanwhile, it is not only an important method to manage civil servants, but also the significant security to motivate civil servant to realize the administrative targets. At present, our country is in transition period from traditional economy to the modern economy. Meantime, it takes profound changes that people's ideology , management system,the economic circumstances,the economic pattern and so on.The administrative environment which our government has faced is undergoing tremendous changes and the original officeholder incentive mechanism has not fully adapt to the development and demand of the times. Besides, administrative concept,administrative function and managerial approach of administration have also faced unprecedented challenges. The current incentive mechanism of civil servant has been difficult to produce the desired effect. So it becomes an urgent task that to optimize and innovate the incentive mechanism of civil servant which meets the new requirements. Therefore, it is of great theoretic and practical significance to do further research about the incentive mechanism of civil servant of our country.At first, the writer elaborated on the common theory of the incentive mechanism of civil servant, then analyzed its problems and causes in our country. After that the writer introduced the incentive mechanism of civil servant in developed countries and summarized their referential experiences. At last, combined with the actual situation in our country, the writer discussed the measures to innovate incentive mechanism of civil servant of our country.The writer thinks that the innovation of incentive mechanism is a systemic engineering. This paper puts forward some operable, feasible and concrete measures from innovating incentive concepts, system, methods and optimizing incentive environments.
