The problem of incentive distortion is a challenge in the public sector incentive contract design.Public sector has the task of multidimensionality,multiple principal-agent relationship and output observation and self-motivation type agent characteristics,under these characteristics is easy to produce the corresponding incentive distortions.In actual work,we find that the incentives in various departments are often less than expected or even deviating from the goal.Even of all the departments are faced with the incentive distortion,the public sector has the special characteristics of incentive distortion make more outstanding.It is of great practical significance to study the incentive distortion of the criminal technical police in the public sector.This paper studies the incentive distortion of quanzhou criminal technology department.First focus on the professional technical management mechanism of civil servants and police criminal technology,using the incentive theory,combing quanzhou criminal techniques police posts,functions,personnel structure and incentive mechanism,historical evolution and present situation,and through the data analysis,participatory observation,questionnaire survey method of quanzhou criminal technology sector promotion system,salary,assessment,rewards and punishment,education training,etc were investigated.It is concluded that there are many phenomena in quanzhou criminal technology department,such as lack of staff,more work,more mistakes,less punishment,difficulty in quantitative evaluation,disorganization of work caused by multiple leaders and multi-department entrustment,low recognition of criminal technology work,and less obvious incentive effect.The reason for this is to be summarized in terms of the system,the execution,and the psychological Angle of the cause,and then the reason for the question of the problem,is to make an incentive in terms of the institutional,executive,and social psychological aspects of the system.Such measures as establishing special career development channels for technical civil servants,perfecting salary incentive measures,establishing humanistic incentive mechanism and perfecting supporting mechanism of incentive.In the hope of promoting the development of quanzhou criminal technology to a more standardized,scientific,and professional development,it would be a good way to work in the quanzhou criminal technology police to be motivated,to increase the efficiency of the work,to realize the personal value of each of the police.
