Study On System Change Of Science & Research Institutes Into Enterprise-operated Mode

The scientific and technical system reform of our country has gone through more than ten years and the system reform of scientific research institutes into enterprise-operated mode has experienced two stages, i.e. from quantitative change to qualitative change. This thesis analyses the necessity of the system reform of scientific research institutes into enterprise-operated mode and considers that the problems should be stressed and solved during the reform, such as idea change, realization of multiple property right structure, establishment and improvement of legal person control and management structure, human resource management and reform of distribution system, adjustment of financial management & operation, science and technology innovation system, mechanism change, etc. By applying the theory of extensive share of stock system, the writer studies the property right structure innovation of the system change of scientific research institutes into scientific & technical type enterprise, designs its share ownership structure, summarizes and analyses the main share ownership stimulating mode of scientific and technical enterprises. Through the analysis of the development tendency of scientific & technical type enterprise structure, the writer puts forward the essential factors for carrying out organization innovation. A scientiflc & technical enterprise should set up internal technical innovation mechanism, at the same time, financing innovation should be carried out. Based on the analysis of financing channels and financing barrier, the writer puts forward the idea of creation investment mechanism design for supporting scientific & technical enterprise development.Based on the case of system change concerning Bengbu GlassD & R Institute, the writer analyses the process and results of its management system and operation mechanism change, expounds and proves the effect of the Institute through changing into scientific & technical enterprise with actual data and successful achievements. According to the actual situation of the Institute, the writer puts forward the idea of deepening the system reform.
