Communication construction enterprise group is characterized by more difficult production and operation, higher construction cost, bigger investment and less profit, especially navigational engineering and channel enterprises with more crews and higher personnel cost. At present, less investment is made on the construction of infrastructures for navigational channel, port and harbor by the State, which form keen competition among the enterprises due to fewer projects. At such a case of high cost and low profit, it is of paramount importance to encourage employee's initiative and do well internal allotment of enterprises for the administration of communication construction enterprise group.Referring to the above-mentioned issues, the thesis, step by step, discusses internal allotment management of enterprise group from macro internal allotment management (allotment method of total salary amount of all subsidiaries in the Group) to micro internal allotment model (annual income management for the subsidiary managers), on the basis of analyzing advantage and disadvantage of internal allotment policy of the State for all years and combining theory with author's work experience obtained from the Ministry of Communications and CHEC (Group).Stress is put on the research of internal allotment of communication enterprise group. Internal salary allotment of enterprise is a full process that collective work reward earned from legal operation and working is allotted to staffs and employees, according to the State policy and regulations. Total salary amount of enterprise group is carried out under the total salary amount planning given by the Ministry of Labor and Social Security, and salary increment can be controlled with work efficiency on the condition that payment of total salaryamount is not beyond the total salary amount planning. How to control well total salary amount of the Group and activate internal allotment of subsidiaries and allotment of subsidiary leadership? And use limited total salary amount to stabilize staff and employee team of subsidiary and increase work responsibility of the subsidiary managers, thus making enterprise production and operation more and more flourishing. All these issues are analyzed in the thesis.The method for combination of work and efficiency worked out by the State shall be improved gradually. Total salary amount of enterprise is controlled by the combination of work and efficiency. "100 yuan production value combined with total salary amount" is performed for the construction enterprises. Namely, total salary amount paid by the enterprises shall be certain proportion (18%) to completed production value in the same year. From the view of enterprise group management, this is check-up method for the subsidiary operation achievements, but this method forcing the subsidiary to only seek production value and ignoring profit increment, which is not conducive to the development of the Group. In order to solve this problem, we have executed total salary amount combined not only with production value but also profit, so that the enterprise can be supervised to promote economic efficiency.Income allotment for employees shall be reformed form the subsidiary managers. The State executed great reformation on salary system of the enterprises from 1992, breaking the situation of "mess together" by all enterprises, performing diversity of salary allotment. Structure salary, post salary, skill salary and floating salary systems are carried out respectively in the different type of enterprises. The payment is made according to employee's knowledge, skill and work strength. This method more emphasizes personnel demanding desire without the guidance to encourage employees to actively make all contributions to its own enterprise. The plan for employee' holding share isbeing performed in some enterprises, making employee's income directly associated with enterprise efficiency, which is conducive to solve the above problem.
