With China entering WTO, to meet the challenges come from home and foreign countries, it is necessary for Chinese companies to collectivize. However, it is difficult for Chinese companies to set up advanced management system especially in salary system. In practice, the result of applying hesperian modern salary management theory to Chinese companies is unsatisfactory due to the difference of culture background and emphasis on individual of hesperian salary theory. The situation above doesn't match for the management request of Chinese companies collectivization. It is urgent for Chinese companies to establish efficient group salary system.This article takes a typical special cement Enterprise in China for example, according to modern stratagem management theory and modern salary management theory, commencing the point of view for stratagem management, encompassing construction of group salary system, analyzing construction of performance salary system for parties pertain to group detailedly, advancing constructive viewpoints for group holistic salary system construction and conceiving a matrix of stratagem salary system.
