This paper is to describe a reform process in a large state-owned Electric Power Testing & Research Institute, which had been changed from appropriation to earning profits in market. The paper is divided to two parts: case and the case analysis.The case is to introduce the conditions, background materials, its change and the reaction of the institute in organization structure and behavior, especially to describe the operational relations between original organization, old organization structure reform and the form of new organization structure.The case analysis is based on the materials in the case and accorded to the theories of Organization Behavior and plus some theories of Strategic Management and Human Resource Management. This analysis is to put more emphasis on the organization structure readjustment must match to the change of their environment and condition. The organization structure readjustment must accord to their aids changed. It is also analysis of problems involved in organization reforming at the same time.
