With the existing of international enemy power and the development of the market economy, internal military project enterprises are facing to unprecedented challenge. For the sake of apting to the rarity, enterprises, which have the important responsibility of designing and producing military production, need to change their traditional model to the market , and to participate in rigorous competition. In the final analysis, the competition among enterprises is that among talented persons. But in H factory, the encouragement mechanism for the technological staff, who are very important, are imperfect. For constructing national defense as well as developing the factory with technological staff, it is inevitable for H factory to design a new encouragement mechanism.The paper is accomplished by the guide of hierarchy of needs theory, equity theory and by the reference to similar mechanism in different enterprises. Some investigation questions are make in this paper, from which readers may find the current mechanism's shortcoming and its reasons. On the basis of that mentioned above, a new mechanism is made in this paper. Its main body is the dynamic wage, which bases on the quantitative outcome of one's responsibility and achievement. What's more, the new mechanism intensifies the rewords of technology results and rationalization suggestion, welfare system, spirit, emotion and competition awards, as well as brings up the long-item encouragement and corresponding restriction mechanisms. Finally, some policy suggestion relatingto practical operation is advised in this paper.In this paper, theories are combined with practices. On one hand, the new mechanism is guided by encouragement theory. On the other hand, it refers to the ways in some relevant enterprises, such as XiGuang factory, a certain military research institute, etc. And in H factory, the technological staff and salary distribution are researched. So it has the feasibility both in theory and in practice. With its powerful aiming and feasibility, the mechanism in this paper have some practical meaning and reference value not only for H factory but also for the similar enterprises.
