The ocean is very important for existence and continuous development of human being. The 21S| century will be marine century. Following the entry of WTO,national economy will be developed rapidly. The upsurge of exploiting and utilizing marine resources comes. The understanding of protecting marine environment & marine resources and defending state sovereignty will be raised to a strategic level. However,over a long period of time our system of maritime administration and law enforcement at sea is extremely dispersed. The existing marine forces especially law enforcement at sea cannot meet the increasing requirements of defending state sovereignty and marine rights.This paper is aimed at all kinds of existing problems and malpractices in our system of law enforcement at sea. Starting from adapting our national marine development strategy in 21st century and promoting continuous development of national economy,combining with the change of our society and tendency of political system reform legally,and using the viewpoints of administrative law,this paper analyzed the necessity and feasibility of integrating China s system of enforcement of lawat at sea. Beginning with the research on separating administrative rights from administrative power of enforcement of law,this paper puts forward the conception of integrating our law enforcement system at sea,which is to set up China Coast Guard,.
