With the development of the world economy, the status of the sea is becoming more and more important. Countries around the world have adopted a comprehensive marine law enforcement system to deal with the challenges. China's maritime administrative law enforcement system has made considerable progress after more than 30 years of development.However, coordination mechanism is not perfect, lack of necessary communication and low efficiency becomes more and more serious because of the decentralization of each law enforcement sector. China's Reform and functional transformation program of the State Council in 2013 decided to restructure the State Oceanic Administration, which has changed the issue of decentralized marine law enforcement power of our country in the past, and has brought new changes to China's maritime administrative law enforcement system. However,the content of this plan is just a general summary, it is a guide in the general direction. There are still some problems in reform. With the analysis of the development of China's maritime law enforcement system, comparing with the foreign successful experience, and combined with the practical problems in China's maritime law enforcement system reform based on, I could provide some suggestions to our country future marine law enforcement system reform.This paper is divided into four parts. The abstract mainly introduces the background and significance of the selected topic, and introduces the main research situation at home and abroad. The first part mainly expounds maritime administrative law enforcement system of the theoretical foundation, and defines the seas and oceans, marine administrative law and maritime administrative law enforcement system. This part introduces the theory of state sovereignty and the United Nations Convention on the law of the sea as the basis of the law of marine administrative law enforcement. The second part introduces the general situation of China's ancient sea power management and the development of the marine administrative law enforcement system after the founding of new China. The third part mainly analyzes the present situation of the marine administrative law enforcement system after the reorganization of the State Oceanic Administration, include the main reason of this reform, several types of maritime administrative law enforcement system in the present world and the problems after this reform. The fourth part raises some specific measures and opinions for the reform of China's maritime administrative law enforcement system in the future.
