Analysis On The Operating Circumstances Of MPCC And Developing Strategy

Maoming Petrochemical Corporation (MPCC) is an extra large scale petrochemical corporation which has developed from a oil shale refinery into a super comprehensive enterprise with petroleum processing as mainstay and integrated with petrochemical processing.Based on the basic data and material collected extensively, the basic theories and methods of management and economy are applied to analyze the inside/outside circumstances of MPCC. The opportunity and the threat, the dominant and inferior position are stated in this article. A proposal is put forward that MPCC shall exploit its advantage of being the extra large scale petrochemical base with petroleum and petrochemical processing all in one, work out the great market potentiality from location superiority, grasp the opportunity that the petrochemical production requirement increases and China implements West Development Strategy, utilize the advanced domestic process to enlarge and revamp the existing refinery capacity to 18,500,000 t/a and the ethylene capacity to 800,000 t/a with the support of existing facilities, and achieve the intension development by means of market expanding and cost reduction, optimize the mutual resource utilization of petroleum and petrochemical in order to exploit the advantage of petroleum and petrochemical complex to yield the higher economic benefit. Meanwhile, MPCC shall reform the management system, lay great stress on technical and managerial innovation , so as to narrow the gap between the advanced international petrochemical complex and MPCC in a short period, become a winner in the fierce competition after China joins the WTO.Chapter 1: The outside circumstances of MPCC is analyzed from different angles, such as impact from which China implements West Development Strategy and joins the WTO, market prediction, condition of opponent, policy of national factory industry, and developing trend of international and domestic petrochemical industry, in order to point out the opportunity and threat which MPCC faces.Chapter 2: The inside circumstances and economic benefit factor of MPCC are analyzed, including human recourses, financial condition, raw material resources and product distribution, in order to show the dominant or inferior position.Chapter 3: Based on the analysis of MPCC's inside/outside circumstances, a proposal is put forward, envisaging the gap between the international petrochemical complex and it, MPCC will implement the cost intension developing strategy to reinforce itself in order to withstand the threat and grasp the chance effectively.
