As the first important resource, human resource is the motive force of the development of the society. Human resources management plays an essential role in the modern enterprise management and presents a completely new management theory and management system different from the traditional personnel management.Governments and enterprises all over the world have attached great importance to the human resources management. Enterprises in China are dealing with various problems arising from the human resources management in the course of establishing socialist market economy. With the further reform and opening-up, and the entry into WTO, today's China is experiencing great changes and facing great challenges. Enterprises in China are facing more intense competition from home and abroad. How to strengthen the competitive power remains to be answered by all the state-owned enterprises. Market economy and the economy globalization fuel the competition of talents. Entry into WTO brings about opportunities and challenges. Human resources management should take on a new look with all the new theories and ideas in the new situation.The paper focuses on the human resources management in the state-owned enterprises, illustrates and analyses the problems and reasons in the human resources management. A case study reveals the current situation in the state-owned enterprises where employees are not well educated, composite talents are in short supply, age structure is far from reasonable and poor management hinders the smooth personnel selection, training, allocation and keeping. The paper also introduces the situation of human resources management in private section and sums up the successful management methods and experiences. A comparison is made between the human resources management in the state-owned enterprises and in the private section with the human resources index. The author concludes that Chinese government should provide sound macro environment by setting up manager electing, motivating and controlling system; state- owned enterprises should draw up competitive force oriented human resources management strategy with the characteristic of notion innovation, organization innovation and system innovation. It will be a long way to apply the human resources management theory to the practice, but it is beyond doubts that the practice with the scientific theory as guidance will prove to be a success.
