| As a result of projects building, especially large public projects progressing, a mass of organized involuntary resettlements will be brought into being generally. It is a colossal and complicated systems engineering which relates to a good many aspects, such as society, economy, politics, population, resource, environment, culture, nation, engineering technology. Now, this world-class problem has aroused many countries' extensive regarding. Thinking of there being biggish shortage and in-depth study scope on the social assessment methods of public projects, summing-up domestic and overseas experiences and departing from the angle of the social and human development, on the basic of welfare economics and development economics, this paper brings forward a suit of social assessment method of public project involved involuntary resettlement which is provided with maneuverability and adapt to our country.Aimed at lacking the effective social assessment method about the involuntary resettlement problem in public project, the paper sets up a framework of the indicator system measuring quality of life and evaluation model, and then puts forward fuzzy evaluation method. Accordingly, we can scientific evaluate the action degree on the social and human development of the project. Based on the sustainable development thought, the paper brings forward a framework of the indicator system measuting sustainalility, which is particularly designed for our country. The indicator system consists of three groups of indicators: economic indicators, social indicators and environmental and resource indicators which make it possible to evaluate the state of sustainability development. Then the paper constructs a Date Envelpment Analysis model, which is a fire-new appraisement method and has the strong applicability and avoids the personal randomness. Finally, by analyzing a true case, the new evaluation system and new evalution method are verified further.
