A Post-assessment Of Sustainable Development Of Resettlement Project Of Zhuzhou Hydropower Junction Project

Zhuzhou hydropower junction project is a large-scale project with great capital invested, and the project would impropriate the land and work on the neighborhood environment. Especially when the project develops up to a certain degree, the influence would be profound. Therefore, the construction and operation of Zhuzhou hydropower junction project should be on the basement of sustainable development in order to meet the need of the development of economy,environment and social service. We have to post-assess the sustainability of resettlement project, which is child item of Zhuzhou hydropower junction project in order to evaluate the influence to economy, environment and social service by the resettlement project. The post-assessment report is a basis of decision-making.This thesis takes the resettlement action of Zhuzhou hydropower junction as a project, and makes the use of the project management theory, the fundamental principal of project post-assessment and the sustainable development theory, and builds up the principals and standards of the resettlement, and analyzes the concrete content of post-assessing the resettlement project, and designs the sustainable post-assessment index body, and lists the computer formula of the quantitative index, and makes the use of AHP and LFA to post-assess the resettlement project. We obtain the conclusion that the sustainability of resettlement project is not in good state. In order to improve it, this thesis digs the passive elements, and supplies some suggestions to sustain the sustainable development of the resettlement project, such as increasing investment, carrying out the agriculture economy industry of resettlement district.Resettlement project sustainable development system is a system in which economy,environment,social service and organization management are interdependent and restrict mutually. Resettlement project is linked with migrants'well being afterward. When programming the resettlement project and carrying it out, we should make every effort to foster the harmonious expansion of the economic development, social service development, environment development in order to avoid the outcome that one migrating generation results in three poor generations. Resettlement Management Office should well prepare the plan of resettlement project in advance, survey and analyze the environmental capacity, distribute the allowance in place and pay more attention to subsequent support.
