It is one of the basic conditions of our country that there is a large population, little per capita land, and insufficient reserved resource of cultivated land. Under the circumstances that population continues increasing and that quantity of land resource becomes limited and rare day by day, we have to do nothing but vitalizing land assets and improving land use efficiency, in order to satisfy the demand for land resource of people's surviving and social economic development of our country, and alleviate the contradiction between people and land. Therefore, strengthening land management, vitalizing land assets in urban and rural areas, improving land use efficiency and protecting cultivated land conscientiously, have very important meanings to the sustainable development of social economy of our country. To realize this goal, we must carry on rational land resource conversing and reconfigure land resource, in order to give full play to the utility of each land. Considering that land, the research object, is natural-social-economic syntheses, we should consider synthetically the factors in many aspects involved in Land circulation, such as nature, humanity, society, economy, technology, law etc in the interest of realizing rational and effective Land conversion.At present, the domestic and international scholars have gone deep into the study of state-run Land conversion of city relatively, and have already formulated relatively systematic and perfect mode and implementing standard in this field. However, it is still in stage of starting to research into rural collective Land conversion, and the main content of research is concentrated on how to standardize the conversion system of rural collective land. But basic research of relevant economic theory involved in circulating is relatively little, which leads to the fact that the results of study have not good operationquality and guidance in the real work. In view of this, this paper goes on the systematic and helpful research into a series of questions existed in rural collective Land conversion at present in our country, on the basis of absorbing the domestic and international relevant achievement in research extensively.(1) Research into the relevant theories of Land conversion which include Marx's economic conversion theory, enterprise theory, property right theory ,land rent and land price theory, the west economies' land rent and land price theory, and Deng Xiaoping's socialist market economy theory which is the academic foundation of Land conversion.(2) Analyze the certainty of rural collective Land conversion. Rural collective Land conversion is a rational choice according with the conditions of our country, is required objectively by developing rural market economy, is a important way of promoting rational flowing of rural land resource and optimizing its distribution, is the extension of the rural family-contract responsibility system.(3) Establish the basic principles of rural collective Land conversion, which are registering, fair, just, public, voluntary and paid principle.(4) Study the meaning and form of conversing of right to use in rural collective land, conversion of right to use is the flow and transformation of right to use between different economic subjects, which mainly includes inside conversing of farming land and conversing from the farming land into non-farming land.(5) Study the market system and the security system of rural collective Land conversion. Rural collective Land conversion market is divided into the primary market where ownership of rural collective land is conversed into, the secondary market where right to use of land is sell and hired out, the tertiary market where right to use of land is transferred and sublet. Security system includes guarantees such as property right system, key element market, legal system, economic benefits, supervising and management etc.(6) Study the price model of rural collective Land conversion.
