Based on the integrated carrier platform, various resources and mail bodies for logistics operation can be integrated and optimized with the aim to reduce cost, chains, supply chains and industry chains can be formed so as to foster the rapid development of economy and develop new profit resource.China modem logistics is developing at the beginning stage and the logistics cost makes up 17% of total GDP, while the proportion is around 10% in developed countries. While realizing the difference, we can also conclude that the market potential and development prosperity of logistics industry in our county is very broad. Speeding up the development of modern logistics plays an important role in optimizing resource allocation, adjusting economical structure, improving investment environment .enhancing enterprises competency, raising the quality & efficiency of economic operations and boosting the fundamental change of the mode of economic increase.Liaoning Province enjoys the most favorable port resource among the northern provinces in China. Within its popedom, there are 10 commercial ports locating at 6 coastal cities. The 82 terminals with 10 K ton capacity handled a total throughput of 150 million tons. The operating capacity is close to saturation. Based on the principle of moderate excessive capacity, the major ports such as Dalian, Yingkou and Jinzhou are now speeding up the port construction. Only in Dalian and Yingkou, 8 container berths, crude oil and ore ports with capacity of 50 K tons will be built in next 3 years.In 2002, the Communication Bureau Liaoning Province publicized the notice to make the master plan for development of modern ocean transportation in Liaoning Province. The coastal cities have followed to make the master plan for local port logistics and put forward the mail target, major area and development strategy for portlogistics. Every city takes the layout and construction of port logistics distripark as the focus of development. However, viewed from the overall Liaoning Province, there is no overall master plan to coordinate and accelerate the development and construction of the logistics distripark located in different cities, which will easily engender the repeated construction and operation. Owing to the lack of overall plan, this will have negative effect on the co-operation and beneficial competition between ports. Therefore, it is urgent to solve the problem of development of port logistics and logistics distriparks in Liaoning Province. This paper will make primary discussion on the issue with the hope to have some positive effect on the master plan and development of logistics distriparks in Liaoning Province. |
