After the collapse of the USSR on December 25th 1991,Russia declared to be a sovereign state and became the sole successor of the Soviet Union. Several days later, China and Russia established formal diplomatic relations. Up to now, Sino-Russian relations have experienced ten-year of course of development. It is of necessity and significance to do a relatively comprehensive study on the past , present and future of the bilateral ties, especially at this historic moment. This article aims at doing some research on this topic.The whole paper is mainly from three perspectives to conduct the research work on Sino-Russian relations.Part one discusses the history and the present situation of the relationship between China and Russia . The deepening of Sino-Russian relations is said to be one of the most dramatic diplomatic turnabouts in the past decade. China's relationship with Russia has improved steadily since the breakup of the Soviet Union and the advent of the Post Cold War world. Along a border once marked by military tension, the two countries now foster increased political, security, economic and cultural co-operation.Firstly, Bilateral relations in political areas over the past decade have experienced several major upgrades. By the end of 1991 and in early 1992, leaders in both countries decided to set aside ideological differences and develop amicable relations. In the December 1992 Yeltsin-Jiang summit, the two sides declared to develop a friendly bilateral relationship, .In September 1994 China and Russia declared to develop a "constructive partnership". In 1996 Beijing and Moscow announced they would devote themselves to advancing a "strategic partnership" from "constructive partnership". On July 16,2001, leaders of the two countries signed the China-Russia good-neighborly treaty of friendship and co-operation, which is of great realistic and historic significance and has laid a solid foundation for the healthy and steady development of the good-neighborly relations and friendship between the two countries. Now, they have had more clear orientation about the nature of the bilateral ties, which is the important precondition of developing Sino-Russian relations; political trust between two sides, including the recognition of the strategic intentions of the other side, has experienced rapid improvement, providing the essential basis for a broader and deeper relationship ; Certain principle, guideline, as well as mechanism for tackling the bilateral affairs have been built up.Secondly, to resolve the long-standing border issues between two sides after the collapse of the USSR, China and Russia have successfully conducted common bordernegotiation, demarcation and demilitarization on the bases of justice and rationality and reduced the troops along the border, thus transforming their long border into a non-militarized and open border of peace and co-operation. Effectively resolving former border disputes removes one of the potential sources of conflict from the Sino-Russian relationship and lays a solid foundation for the co-operation in the domain of security issues. They took steps to strengthen mutual military confidence and realize a reduction in troop deployment in border areas, thus ended the history of the military confrontation between two sides and safeguard the border stability. Besides, China and Russia also join hands with the central Asian countries to combat the "three evil forces" of terrorism, extremism, and separatism, to curb drug-trafficking and other forms of cross-border crime. With a new security outlook and model, they are engaged in furthering multi-lateral security co-operation within the framework of the SCO (Shanghai Co-operation Organization). To preserve world peace and global security after the end of the Cold War, the two sides promote the formulation and adoption of effective measures in arms control, disarmament, and non-proliferation of weapons of mass destruction and their carriers, and make concerted efforts to advance their joint proposal on the conclusion...
