This thesis, chiefly, probed both the theory and methods of performance evaluation. The paper, in the first place, analyzed the status quo and importance of performance evaluation in public administration. In the second place, the paper, in order to achieve the goal of easy to operate, put hand to work flow and analyzed the theory of performance evaluation, including making clear the purpose of assessment, establishing the content of assessment firmly, obtaining the information of assessment, forming judgement of value and audit of performance. Last but not the least, the paper presented the whole contents of assessment in public administration. Specifically, based on efficiency and utilization of natural resources, performance evaluation in public administration divides into three aspects, such as efficiency of government , efficacy of government, behavior cost of government. Under the guiding ideology of the theory of performance evaluation, the paper comprehensively utilized three aspects discussed above in the models and approaches of performance evaluation. Means involved in this paper included Delphi, performance evaluation by means of benchmarking, analyzing the main composition, DEA. At the same time ,the paper put forward performance evaluation by means of benchmarking-oriented DEA algorithm to evaluate the units of public administration ,the method can also be employed to improve the management in those units where DEA does not work. From analysis of problem to establishing the relative model and the concrete practice, the paper centered on the theory of performance evaluation.
