Performance evaluation as an important management practice was introduced to the management of our government in the 20th century 80's. The 21st century, the most prominent feature of the government performance evaluation is the combination of the practical application and the theoretical researching. Some of the advanced management concepts, methods and tools have been introduced, benchmarking is one of them. Some local governments have also begun to learn from abroad government agencies taking benchmarking in government performance evaluation system, but this application is still in its infancy. The purpose of this paper is that offer constructive ideas to the application of Chinese local governments'benchmarking to improve local government performance evaluation system, improve the effectiveness of public services of local governments, enhance the government's self-construction, establish a highly efficient government agencies. In this paper, literature search, empirical research, systems analysis and comparative analysis of methods are used. This paper introduced the relevant theories of the local government performance assessment and benchmarking, and then summed up the current application situation of our local government management. There are some problems in the applications, such as a small range of applications, a mere formality, and the lack of innovation. The paper further analyses the causes of the problems. Such as lack of awareness of the introduction of benchmarking, theoretical knowledge is not comprehensive, regional benchmarking is difficult to determine. On this basis, the paper puts forward a benchmarking should focus on advocacy and learning theory, pay attention to their own empirical research and further defined benchmarking project team and other functions the first time.
