Non-Profit Organization (NPO) has being under a vigorous development along with the time advance. Non-profit organizations , profit organizations and governments have been forming tripartite confrontations. During the process of constructing a harmonious society, Non-profit organizations play a positive role in many aspects such as rescue work, education, employment and environment protecting. They assist the government in solving some fringe problems easily neglected. With the improvement of the market economy mechanism and the startup of the political democracy reform, NPO gain a grand development and have become one of intermediators and stabilizersin our society. As one kind of effective organization management tools, performance evaluation can be used in the management of Non-Profit Organization. And how to introduce the performance evaluation into the NPO's management has become a discussion topic which is worth paying attention to, but the NPOs lacks for the scientific and explicit performance evaluation indices which the enterprises own. Both span and deepness of NPOs management researches are not at the same beginning point as enterprises and governments. Because of these situations which mentioned above, I choose this title for my Master's thesis in order to research deeply on NPOs' performance evaluation.The article begins from the discussion of the five basic concepts, including the concept of NPO, performance evaluation, the definition of NPO's performance evaluation, Benchmarking Management and Stakeholder. I analyzed a large amount of papers on NPOs' researching history and researched the actual status of performance evaluation both domestically and abroad. But I found that researching productions abroad did not completely suitable for China' NPOs. Researches on NPOs in China have been getting behind in all of diminutions. In the third apart, this article analyzes some difficult questions and the necessity in the implements of NPO's performance evaluation, and stress the significance of NPO's performance evaluation. In the fifth part , this article tries to change the benchmarking theory and the stakeholder theory. In the sixth part, this article designers the system of NPO's performance evaluation according to the stakeholder theory. The design and classification of Evaluation standards are mainly based on the customer, the government, the employee, the volunteer and the donor.
