In our country, following departments, such as telecommunications, electric power, etc., the reform of the postal industry becomes a great focus that people pay close attention to day by day.Postal service monopolized by government nearly in all various countries, in no exception our country have. Since new China is established, monopolistic China Post take on all postal service as country, such as mail send business of passing, postal financial transaction, stamp collecting service, information service items and postal saving, etc. Though in nearly several years, some business of China Post, such as Express Mail Service, postal saving, etc., received domestic and international strong competition of competitor. But the situation of the postal service" big unification" still exists, which becomes unreasonable regulation organization framework. Such framework causes strong entering regulation, imperfect compensating regulation on general service and no cost rule expenses regulation. These cause Chinese mail service long-term poor efficiency supply and welfare loss of consumer of mail service directly. Such sacrifice of welfare brought no interests to Chinese postal industry, because China Post nearly suffers the loss year after year and the state finance is heavy for this burden. Of our country the regulation system of postal service brought by planned economic system already got to the end and the reform is inevitable.Existing postal mistakes of regulation lies in unrealizeing postal economic natures. All the time, people have thought that the postal industry has attributes of the natural monopolized industry but no competitiveness. So, in practice, the government or the state enterprise once monopolized the postal services of various countries. However, the research of Baumol showed, in fact, industries with large-scale economics have the nature of competitiveness same as others have and relaxing the regulation of these industries can benefit consumers. This is the famous theory of competitive market. Further research manifested that the postal industry accords with the three terms of the theory of competitive market totally. Firstly, new competitors are in equal and symmetrical status with existing operators; Secondly, without precipitate cost, entry and withdraw cost from market is zero; Thirdly, it can implement entry strategy of knock into and run". This competitive market theory proves that postal industry market with large-scale economics is competitive totally and only competition can regulate the behavior of China Post and make consumers benefit. Practice proves that postal servicesfaced developing state of competition, that is, having competitiveness.I have queried then to the postal state monopoly regulation. I think postal network characteristic linked with large-scale economics and general network of industry characteristic has fundamental differences. It is one kind of material flow network, which has no essential distinction with general sale and material flow network of company and no existing obstacle of entry and withdraw. More importantly, the large-scale economics cannot become the direct monopoly reason. I think the problems of postal general service, the citizen's privacy of correspondence and national security can be solved and realized under the framework of competition through standard and supervision of laws. It is unnecessary that government monopolizes the implement of postal industry and forbids others to manage. Further research indicates that postal state monopoly repels, restrains and hinders other participants participating in competition, which causes enormous losses to social net welfare. Because of monopolize, during 1995 - 1999, post and telecommunications industry brought 21.5-32.5 billion Yuan losses every year, accounting for 0.29% - 0.43% of annual GDP.So, I advocate that the competition mechanism of the market should be introduced to postal services except that the basic communication service should be monopolized by country within one period.
