The Research Of Peking Electronic Governmental Administration Framework

Electronic Governmental Administration(EGA) is a significant method for the Government to deal with administrative issues by information and communication technologies so as to standardize and efficiently accelerate the administration flow. EGA is utilized to conduct plentiful and frequent daily operations and administrative and public management through the relevant programs on the internet. The basic target of implementing EGA is to realize the transformation from traditional to modern Government administration functions, to establish clean-fingered, efficient new Government with high level services and decision making functions.This Paper analyzes the progress of the development of the EGA inside and outside the country, illustrating the pattern of the Beijing EGA, comparing which with those of the cities of Shanghai and Tianjin, raising up the content of the EGA construction and eight compatible establishing strategies. This Paper divides the structure of the Beijing Government EGA into four layers: Basic Equipment, Information Resources, Application Services and Visiting Services, which are further divided into several categories and are supported by information security system and standard. By dividing the EGA in this way, it describes the structure clearly and the logic relationship between each layers, intuitionistically illustrating the substance of the EGA and simplifying the complicated issues. In order to have the readers understand the EGA more deeply, this Paper, from different point of views, illustrates the frame of EGA into a solid structure of net, application and technology system, on the basis of the substances of the EGA. This Paper analyzes the key technologies in details, while carrying through the further analyzes on the emergency system construction, raising up the factors of legislation, finance, material, knowledge, network, etc; and the major construction tasks of database, terrace, instruction system, etc.
