On CPC's Theory And Practice Of Democratic Construction After The Founding Of RPC

Democracy is not only a theoretical problem but also a practical one. Developing socialist democracy is the unswerving objective of struggle for CPC.From the founding of the People's Republic of China to the finishing of socialist reforming, CPC transformed thoroughly and reestablished the Chinese political system according to the principle of socialism and democracy. The establishing of the basic political system, such as, the system of the People's Democratic Dictatorship and People's Congress, etc, not only gave impetus to democratic construction on the intital stage for new China, but also settled the basic operating mechanism for the democracy of New China. However, the democratic construction during this time has much difference from socialist democracy. It still belongs to the new-democratic category, having much interim.Between the founding of the socialist system in 1956 and the beginning of the reforming and opening, during the time of Marxism' principle combining with Chinese socialist modernization reality, CPC went on exploring the way of accomplishing people's democratic under the new historical condition, advanced some important theories of democratic construction, such as, the theory of handling correctly contradictions among the people, developing the democracy in the party to push" the people democracy, etc, and obstained achievements to some extent. However, during this time there are some significant deviation and error in democratic construction, embodying mainly the Magnification of Class Struggle (MOCS) becoming more and more serious, and the happening of "Cultural revolution". The thesis analyses simply the cause of formation of the error.After the Third Session of the Eleventh Congress of the CPC, the CPC summed up the historical experience and lesson, according to the general construction principle for "One center. Two fundamental points", on the theoretical basis of deepening the understanding about the essence of the socialist and affirming the democracy being the essence characteristic for the socialism, in the practice of persisting in the restructuring of the Political and Economic System and strengthening the construction of legal system, and made the socialist democratic come up to a new level. It not only caught hold of the fundamental problem of developing the socialist democratic, and providing the important guiding of methodology for the constant development of democracy on the changing period, but also indicated that the socialist democratic construction have achieved comparatively mature level.Besides, the thesis also sums up the historical experience that the CPC have constructed the socialist democratic since New China. What's more, the thesis analyses the insufficient and countermeasure of the democratic construction on the new situation.
