Communist Party Of China To Implement Democratic Centralism Of The Theory And Practice

The democratic centralism is the basic principle and system of organization for proletariat party. Communist Party of China was founded on the basis of the organizing principle of democratic centralism. During its long-term revolution and practice, the Party has accumulated abundant experiences and made remarkable contribution both in theory and practice to enrich and develop the principle of organization of democratic centralism. This paper attempts to review the course of Communist Party of China implementing the democratic centralism from the history perspective, summarizing the historic experience for the Communist Party of China to utilize and develop democratic centralism from positive and negative comparison. It also rationally ponders the present problems in the construction of democratic centralism for the Party in new era, and proposes the corresponding solutions and countermeasures so as to make contribution to further persist and improve democratic centralism.Thus, this article is made up of five parts besides introduction and conclusion.The first part: The ideology sources and the definition of connotation for the Communist Party of China to implement the democratic centralism. The Communist Party of China takes the Marxism-Leninism as the guiding ideology when it was set up. The related dissertation about the democratic centralism in Marxism-Leninism is the original sources of ideology of democratic centralism for the Party. The Communist Party of China has consummated and developed the democratic centralism thought unceasingly in the revolution and in the construction, making its connotation more scientific than ever.The second part: Reviewing the history of the Party's implementing the democratic centralism. In this part, taking the revolution led by the Party, historic course of undertaking and the process of self-development of the party in the above two periods into consideration, it aims to inspect the course of implementing the democratic centralism which is divided into two stages, before and after the founding of the People's Republic of China. It makes preparation for summing up experience for the following by the history.The third part: The basic experience of utilization and development of democratic centralism. Reviewing the history of implementing the democratic centralism since it was founded in 1921.The Communist Party of China has gained rich experience in this aspect. This article sums up the following aspects: correct guiding principles are the first in adhering to and improving the democratic centralism; to deal with the relationship of democracy and centralization; to enforce the democracy among the Party members and the construction of system as well as maintain the central authority so as to strengthen unity and unification .The fourth part: The existing problems and countermeasures in the Party's construction of democratic centralism at present. Various new problems and circs are pouring in as China stepped into the critical period -the period of reform and opening-up, the comprehensive construction of well-being society and a harmonious society, which greatly challenges the Communist Party of China, the ruling party. In present situation, there are still many problems in the Party's democratic centralism such as the research of theory is not sufficient to meet the demand of development; the specific system in construction of democratic centralism is not perfect enough to guarantee the effective implementation of democratic centralism; the execution of democratic centralism not powerful enough to exert the its organizing superiority; slack and weakness in some grass-roots organizations. Accordingly, it is essential to take effective actions to solve these problems, and here are several countermeasures: to strengthen the fundamental research, the construction of concrete system and that of grass-roots organizations; to develop education of democratic centralism thoroughly, and so on.The fifth part: The great significance in upholding and implementing democratic centralism in new century. For the Communist Party of China, the democratic centralism is the basic organizing principle and system. In the new times the construction of democratic centralism should not be impaired but further strengthened, which is imperative for the socialist modernization and the need to maintain the Party's vigor and vanguard nature. In addition, it plays a very important role in improving the Party's governing capability, broadening harmony in the party members throughout the whole society and building a well- off society and harmonious society in all respects.
