The flow of the foreign investment into a district is directly related to the investment environment of the district. Different evaluator has different appraisals of the investment environment of the district. So the paper puts forward the evaluator-oriented method of evaluating the investment environment so as to provide the investor with basis of investment decision and the governments of the districts with the direction guide of optimizing the investment environment.The paper expounds the evaluator-oriented method of evaluating the investment environment in six parts.Part I -.Introduction. It is mainly about the research backgrounds, current research status and something that should be improved. The result is that the present methods of evaluating the investment environment can't attain the goals of the evaluation of the investment environment, which necessitates the establishment of the new method.Part II: Research-premises-and-theoretical-basis. These can be developed in eight aspects. Aspect 1: The point of view of the establishment the method of evaluating the investment environment. The target of evaluating the investment environment in the point of view of governments of the districts is to get the governments to know well of the present condition and potent advantages of the investment environment of their districts, which can provide them with the direction guide in optimizing their investment environment. Evaluating the investment environment in the point of view of the investors that determined by the market economy can supply them with basis of investment decision and the government with the direction guide in optimizing their investment environment. We should evaluate the investment environment from different point of view. Aspect 2: Analysis of the effluent factors. Based on the necessary of the new method, the effluent factors can be divided into three sorts: common effluent factors, regional effluent factors and specialized factors. The analysis of the three sorts of effluentfactors can explain the inconsistence of the traditional method. Aspect 3: Afterward appraisal of the investment environment. It emphasizes the analysis of feedback of the location capability, the consistence of the dynamic change of the investment environment with the original appraisal result, the effect of the motive and the altitude of the investor on the original appraisal result, the effect of the change of the behave of the acceptor on the original appraisal result, the feedback of the investment on the investment environment and the value of waiting. Aspect 4: Determine of the indexes and their proportion. It especially mentions the indexes of cooperation carriers, talent resources, market, reside environment, economic growth rate, freedom extent of FDI, the attainment of the fund, business cost. Aspect 5: Anticipant appraisal. It concerns the anticipant of the change of the indexes and the investment environment. Aspect 6: Location theory. The chose of the investment district will at last end in the location selection. A problem of the location theory is clarified in this aspect. The paper put forward a new conception "location capability" and its measurement method and its characteristics. Aspect 7: Risk sort of the investor. Investor of different risk sort may have different attitude to the risk. Aspect 8: Analysis of the risk and utility. Every investment may have risk that will result in risk cost and risk benefit. Different from the traditional method that depends on the expectation principle to make investment decision, the new method relies on the expectant value and uncertainty. The first five aspects are meanly about the basic theories about the investment environment. The other three aspects are the theories related.Part III : Evaluator-oriented method of evaluating the investment environment.
