Study On The Management Model Of Agricultural Information System Of Yaan City

The 21st century will be the age of the knowledge economy. Sicience, technology and information will become the strongest dynamics and support economical growth. As the agricultural information technological carrier, Agricultural Information System (AIS) is playing a more and more important role in promoting agricultural sustainably, stably and efficiently development. Thus, Researching the AIS managing model of yaan city can bring into its effect on agriculture, and have great and practical significance to develop agriculture of yaan city.Firstly, starting with the present conditions of the construction and management of AIS in yaan city, according to the development, management and operations of yaan city's AIS, the main problems and reasons in the operations of yaan city's AIS is analysed by ordinary analysis method and Hierarchy Analysis method. Based on these, the management model and running mechanism of yaan city's AIS is built, and the corresponding measures to make sure the management and operations of AIS are put forward. The research result indicated that, we must establish the management model which is fit for local rural economy development to make full use of the role AIS played, the present problems in yaan city's AIS management as follows: the weak AI installation, the lack of contact and communication among development, service and application of AIS, the unmatched supply and demand of AI product, the lack of efficient stimulating mechanism in study department and service department, the lack of information feedback among government, service department and farmer. The main reasons are followed: the propaganda is not enough, the experts in AI service is in shortage, tamers' awareness of information is absent and the level of industrialism is not high. The main influencial factors on the regular operations of AIS as follow: hardware investment, software investment, people's ability about information service and their acceptability, technology and information environment and so on. According to the government's public investment, this paper constructs a double management model of AIS microscopic regulations, which will achieve AIS's positive recycle by combining government with market mechanism, and thus service for agriculture for the better. The running mechanism of model system mainly are market mechanism, dynamic mechanism, information-shared mechanism, supervision mechanism. Finally, some guarantee measures such as enlarging the efficient demand of AI, cultivating AI market, strengthening the construction and exploitation of AI resource, fostering experts in AI and publishing some necessary measures related to policy were put forward.
