Study On The Chinese Agricultural S&T System And Operating Mechanism

Agriculture is the base of national economy. Whether to refer the advanced experience of developed countries or to retrospect the history of agricultural development in China, it has been proved that the solution of agricultural problems depends on the advancement of agricultural S&T. On the contrary, the advancement of agricultural S&T relied on corresponding system and operating mechanism which are the key factors to decide the development of agricultural S&T. Therefore, it is an important realistic significance for the development of Chinese current agriculture to study deeply the agricultural S&T system and operating mechanism.Firstly, this paper probed the connotation, expounded the principal thoughts and theory and described the formation, the development process of reformation about the Chinese agricultural S&T system and operating mechanism. Then, on the basis of the indigenous regularity of the development of agricultural S&T and basic demand to develop socialism market economy, the thesis analyzes, some main contradictions and problems that exist in agricultural S&T system and operating mechanism in China. Currently, based on the above all, according to the facts of the rural economy and the development of agricultural S&T in our country, the article expounded the essential guidelines, thoughts and framework to deepen the reformation of agricultural S&T system and operating mechanism in order to adapt to the socialist market economy. The result showed that non-market of agricultural S&T system is a main reason which results in non-reasonableness of S&T in our country, such as inefficiency, dislocation between S&T and economy. It is not enough to adjust microscopically in the range of science for the reformation of agricultural S&T system. It concerns politics, economy and education and so on, and must other reformation. To build and improve agricultural S&T and operating mechanism and deepen the reformation of agricultural S&T, we must not break away from the facts of Chinese agriculture and the rural economy, and we must take account of the effect of the accommodation and demand of the agricultural S&T, and the construction of agricultural modernization and the whole aim of agricultural development were surrounded firmly to confirm the aim model of reformation. According to the time and locality, the basic aim of reformation must be located to improve the contribution of agricultural S&T in agricultural increasing and the emphasis of reformation must be transferred to stimulate the accommodation and demand of the agricultural S&T continuously and the connection of accommodation and the demand of the agricultural S&T intensively. In the end, some suggestions and solutions of improving were also put forward.
