Resources And Environment And Development Model For Urban And Rural Joint Area In Beijing

This paper tries to study the special regional features of the urban and rural joint area, using regional economic theory, environmental economic theory, and sustainable development theory. It also tries to discuss the spatial layout and system innovation from the point of reasonably utilizing the natural resources, to improve and protect ecological environment. Hope it can put the development of the urban and rural joint area into the scientific, standard and advanced track, and make it play a forerunning and leading role in the economic development and urbanization. The bold exploration lies in the follow points:1. The strategic position of the urban and rural joint area in the process of economic development is discussed in a macro view. The important meaning of urbanization in the economic development is analyzed, and the international process of propelling urbanization is summarized. Then the process and realization form of the urbanization, and the strategic role of the urban and rural joint area in the urbanization in China are discussed.2. With the real background from Beijing, this paper analyzes the real situation of the urban and rural joint areas, the land resource and ecological resource, infrastructure, and managing system and managing pattern. It is pointed out that there are great developing potential in this area. Then the shortcomings in urban and rural joint area are discussed, which influence thequick development of the economy and the science. They appear in the traditional concept, the economic structure, the managing structure, and the managing system formed in years, which delay the further development of the area.3. The suggestions to developmental space layout and system are proposed in order to utilize the land resource, ecological resources, by using urban economics theory, environmental economic theory, and sustainable development theory. First, from the point of reasonably adjusting urban economic structure, industrial structure, and production structure, the conception of constructing high-tech, no-environmental pollution (or less environmental pollution), ecotype new economic zone and residential area are put forward. It also gives advice on municipal facilities, improving transportation, and other necessary facilities. The paper gives several pieces of advice on how to realize above conceptions: to implement reforms of land management, census register management, and social insurance; to make bold innovations on economic operation system, and develop and utilize factors of production and industrial policy; to follow new conception, make and improve the whole program of the urban and rural joint area, and to use natural resources rationally, such as land resource, air, water, etc. The aim is to form a sound restricting system to ensure the realization of the plan. Then, the paper makes a short summarization of the developing plan for the urban and rural joint area.4. The paper uses the greenbelt in the North-western Beijing-Wanliu Project as an example, to prove the applying feasibility of the developing model for the urban and rural joint areas proposed in this paper.
