Beijing is undergoing a rapid progress of urbanization, and the built-up area is expending out continuously. Under this condition, the land use change of the rural settlements is obviously and complex, too. According to these changing trends, how to select a sustainable land management policy that benefits the development of Beijing is an important question for discussion.Firstly, based on the analysis of the land use change and the rural settlement land change in Haidian district, especially on two selected villages, it summarized the basic change trends in quantity and space in the different location, then predicted the development of residential land (including city residential and rural settlement) and greenbelt land of the urban fringe area in Haidian in 2010 after the discussion on the relationship between the land use change and the socio-economic factors. In our opinions, in the future, in the urban fringe area of Haidian will more and more lands be needed, and the function of residential land and greenbelt land will appear gradually. Besides, given the unused and extensive actuality of the land use in the mountainous countryside, it has a huge potential to excavate by land arrangement and land exchange, the rural residential lands can be a good resource for the supply of land. Meanwhile, the policy origin of the question that emerged in the management of the residential land was collected and analysed. By this purposeful policy analysis, it found that the questions which latent in the policy could offer a theory basis for the rural residential land management policies. Lastly, to strengthen the rural residential land management and promote the realization of the predicted function trend, it brings forward that we must make the breakthrough to manage the rural residential lands efficiently through the innovation of land property right systems and the reinforce of some land measures on the basis of macro-control of market system.
