Along with population increasing, economy developing and environment was polluted, it was very important to study water resources bearing capacity in area, especially city. It was a known that water a basic nature resource, tactics economic resource and control factor of ecological environment, starting from the relations between the water resource and Population, resources, environment and development, general thinking and steps to deal with the bearing capacity of water resources have been discussed. According to characteristics of water resources bearing capacity, this paper establishes imitate model with system dynamics theory. The model consists of modules about water resources exploitation, industry, agriculture, population and environment, which are integrated with a group of dynamic equations such as level equation, rate equation, assistant equation and so on. And then program in DYNAMO language is worked out. After inputting original data and various velocities of variables, one can get water resources bearing capacity at varying development schemes. Finally by applying the model to study water resources bearing capacity in Baotou, water resources bearing capacity indexes at five different schemes are obtained from that acquires the satisfaction scheme which can promote coordinated development of society,economy and environment.Compared system dynamics and other methods, the former is easier to get regional water resources bearing capacity of various schemes, the calculation results can factually simulate development status among society, economy and environment of Baotou, this paper brings forward the measures about increase water resources bearing capacity of Baotou city.
