The nature of Supply Chain Management is to integrate the core competency of every node in Supply Chain and establish strategic partnerships between core enterprise and every other enterprise to obtain total competitive advantages. Supply Chain Partnership, the basis of Supply Chain Management, was analyzed. And its evolution and strategic value was discussed in the paper. Cooperation is proven to be the optimized strategy of endless game when enterprises consider the short-time benefits and permanent benefits. The explaining model of partnership was established, in which the details of the attitude of the enterprises involved in Supply Chain, action, time, activities and benchmark were explained. The total process of partnership was illustrated, of which each step, including requirement analysis, standards, evaluation and selection, implementation and strengthening of partnership was investigated. Furthermore, the corresponding deploying method was given. Total-process based, the supplier partnership occurring in specific nodes of process was established. Then the requirement analysis, market environment, core competencies, joint benefits and potential risks were studied. The standard of cooperation was got, overall guidelines of evaluating supplier were set up and the choice of evaluation method was then studied. Focused on the phase of the formal formation, implementation and strengthening of partnership, the most influential factors, such as the long term of contracts, common solution, information exchanging and sharing, good prestige etc. were considered. Reseller being a specific and important partner, it is followed by establishing overall guidelines of reseller and evaluation process based Artificial Neural Network.
