Sunlight-Engineering The Theory And Operation Of Government Procurement

Government Procurement,called sunlight engineering in China,has been developed rapidly in recent years. Chinese economy has been deeply influenced by Government Procurement since 1995 when it began in China. Now it has been interested by public,and is widely applied with a good vision,although it has been carried out just for a few years.China has become a member of WTO since November 2001.Many economic fields have had great changes. Many enterprises have become global ones. And Chinese government will sign the Government Procurement Agreement(GPA) in future.Government Procurement had been experimented in some Xiamen administrative units since 1998,and has been expended since January 2000.This paper summarized the main theories of Government Procurement,analyzed the status and problems of the application of the Government Procurement. Some proposals have been put out in this paper. They are described in detail in follow parts:Chapterl:Principles of Government Procurement and International Application Status. The Government Procurement principles were summarized firstly in this Chapter. Then the international application status of the Government Procurement was analyzed. This chapter also focused on the US Government Procurement system.Chapter 2:Status and Problems of Government Procurement in China. The achievements and problems of Government Procurement in China were studied. The author gave out some proposals.Chapter 3:Case of Government Procurement. A case of Government Procurement was studied in detail. By this case analysis,the necessity of the Government Procurement law construction was stressed.Chapter 4:Conclusions. The conclusion of this paper was presented in this chapter. And the vision of the application of the Government Procurement was prospected.
