Nowadays, the resources competition turns into the competition of talent. Human Resources have become more important resources than capital, earth etc. in the condition of knowledge economy, the trend of internationalize of talent competition become more obviously. Therefore, in order to realize the aim of West development, we must layout a highland of talent in new century; we must absorb a group of talent who grasp the high-tech of the world, and occupy the leadership in their study field; a group of expert on science technology and management who gain some innovation fruits in their field, to support and promote the economy and social development of West China strongly.Because of the special position of the development of Human Resources, and the core of the development of Human Resources is to establish a suit of mechanism of talent development, which focus on the marketing mechanism, therefore, the author choose the 'on the marketing mechanism of talent of West China' to be the title of the essay. The whole paper can be divided into 6 parts: in the first chapter, the author describe the context, functions, factors and operation conditions of the talent marketing mechanism, points out that the talent marketing mechanism is consists of supply and demand mechanism, marketing competition mechanism, and marketing motivation mechanism. In the second, third, fourth chapter, the paper discuss the above-mentioned mechanism separately, layout the basic system of talent marketing mechanism. In the fifth chapter, the paper introduces the experience of advanced country and advanced area on establishing talent marketing mechanism.
