Talent is the first resource of economic and social development.The report of the Nineteenth National Congress included the strategy of talented persons powering the nation as an important development strategy among the seven strategies of finishing the building of a moderately prosperous society in all respects,and proposed a more active,more open,and more effective talent policy.In March 2016,the "Opinions on Deepening the Reform of the Talented Persons’ Development System and Mechanism" issued by the Central Committee of the Communist Party of China pointed out that the reform of the personnel development system and mechanism is an important part of comprehensively deepening reforms,and is an important part of the reform of the Party’s construction system.As one of the earliest four special economic zones in China,Xiamen has introduced a series of preferential policies for talents during the construction of special economic zones,continuously optimized the environment for the development of talents,and attracted a large number of highly qualified personnel to develop in the special zone.The development of the SAR is inseparable from all kinds of talented people.The experience of the special zone construction also shows that focusing on specific factors is one of the effective ways to overcome the bottleneck of development and achieve rapid economic development.However,under the trend that the Special Economic Zone is facing a "special area of SARS" and the preferential policies of the SAR are weakening,how to enhance the development environment of the Xiamen Special Economic Zone and promote the economic and social development of Xiamen is particularly urgent and important.Based on the Marxist concept of talents and the theory of the Special Talent Zone,this study is based on a comparative analysis of the experience of talent development in typical cities in China.It conducts research on the talent development environment in the Xiamen Special Economic Zone,Small,and found that there is a high-level talent shortage,high housing prices,low salary,serious brain drain,lack of implementation of talent policies and implementation,narrow talent introduction channels,unsound introduction system,unreasonable talent evaluation mechanism,etc.On the social environment,economic environment,living environment,and policy environment,etc.,put forward the countermeasures to improve the talent development environment.
