| The system transforming of technical enterprises will be propitious to perfecting national science and technology system, bringing technological strength in existence into play and scientific payoffs industrialization. It's a trend of reform and opening. In this paper, a review of scientific research institutes system adjusting was made, achievements of reform were affirmed, and some problems, like uncertainty property rights, were pointed out. Also the reasons of these problems were expanded. Aiming at the establishment of modern corporation system, the modes of technical enterprises system transforming and the influencing facts, like property rights, the structure of corporation ownership, strategy selecting, technological innovating, were discussed. Finally using Wuhan Research Institute of Metallurgical Construction as an example, the design of its system transforming project was discussed.
