The industrial development of science and technology refers to the process that a certain amount of factors of production are combined together to gain more products, i.e., those of the factors that affect the economic growth in industry except for the increase in capital and labor force. The fiscal investment in science and technology is the fiscal expenditure of capital and taxes both in direct and indirect ways for the purpose of developing the science and technology. The fiscal investment in the industrial development of science and technology accelerate the speed of scientific and technological development in all industrial trades, enhances the technology and refines the product mix to realize the great development of regional economy.Through mathematical models, the follow issues are analyzed: the relationship between the fiscal investment of GuangXi and its industrial development on the scientific and technological development and on the branch trades of industry. The problems in the fiscal investment in industrial development of science and technology are found and proper countermeasures for better fiscal investment are put forward. For instance, the guidance under the fiscal investment of social capital needs to be strengthened; the direction of the fiscal investment, the management of scientific and technological investment and the efficiency of fiscal investment are required to be altered and improved. And a forecast of the trend of GuangXi fiscal investment and its development in science and technology is given with the assistance of mathematical models.
