| Chongqing is just in the process of quick industrializing in which the farmland resources are in the trace of loss, at the same time, large quantity of farmland will be inundated and used to resettle emigrants. To realize dynamic farmland balance and land use changes, land development and consolidation is needed. This paper comes from research project 'land development and consolidation in Chongqing'. On the basis of former research results, this paper used economic supply land theory, sustainable development theory, compatible land and human theory, landscape ecology theory, and study on the tasks, potential, region division, model, sustainable development, policy suggestions of land development and consolidation in Chongqing .The natural, social and land using status as well as problems are discussed in this paper. (l)Land area per capital is small and farmland quality is low. (2)Farmland reduced gradually. (3)Land area inundated and used to resettle emigrants is huge.(4)Land use didn't balance and large area of land was not used intensively. (5)The city suffered serious water and soil loss and land degraded gravely. (6)The city lacked of reserved farmland resources. So, land development and consolidation of Chongqing is confronted with three tasks: to realize dynamic farmland balance, to improve the farmland quality and ecology environment, to manage farmland in industry and in huge scale. Now, land development and consolidation has been launched and some results have been achieved, but the fond is not enough, people doesn't take it seriously and the object is not clear.The study of land development and consolidation potential in this paper achieved breakthrough in this area. When it comes to land development and consolidation, not only the technology feasibility, butalso the economy and cultural feasibility are considered. The real land development and consolidation potential is far less than potential attained technologically. So this paper points out tech-potential and economy-potential of land development and consolidation and study on it, then forecast it from 2000 to 2015 by "three term forecast model". By 2015, we should have consolidated 600 thousand hectare farmland and added 42 thousand hectare farmland, consolidated 120 thousand hectare orchard, consolidated 2400 thousand hectare forest land, consolidated 68.6 thousand hectare grass land, consolidated 30 thousand hectare urban land, consolidated 120 thousand hectare village and added 36 thousand hectare farmland, developed 51 thousand hectare underdeveloped land and added 40.8 thousand hectare farmland, developed 2.1 thousand hectare waste land and added 1.68 thousand hectare farmland. Totally, it can add 120.5 thousand hectare farmland, and the maxim number is 183.9 thousand hectare, the minimum number is 82.8 thousand hectare. All the number surpassed the farmland area used to construct, which means the total dynamic farmland balance can be realized. The investment and efficiency are studied. Every year, the investment is 10 billion RMB while the output is 10.45 billion RMB, which means the economy efficiency is low. But the social and ecology efficiency is high.Based on the regional difference of land use in Chongqing , the whole city was divided into four regions: the mountain forest agriculture herd synthesized developing region, the hill slope changing region, the Three George emigrants economy agriculture region, the suburban district farmland managed in industry and in huge scale region. The land development and consolidation emphasis of every region is pointed out.There are seven suitable land development and consolidation models in Chongqing: hill and low mountain slope-changing model, low hill and plain farmland orderliness model, waste land synthesized development model, river rapids land development model, village rearrangement model, kiln reuse model and rural land consolidation model.It is very important to insist on sustainable development and to bring into line with economy construct, the supply and need balance of c...
