An International Comparison Of Social Security System And Analysis Of The Development In Chinese Social Security System

With the method of comparison and analysis, this paper summarizes the experiences of the establishment and reform in the social security system of typical countries in the world. Combining with Chinese condition, the paper provides some constructive advices for the development of our social security system.There are five chapters in the paper. Chapter one is about the academic and realistic backgrounds of the paper, the thought and method of the research, the paper's frame and main contents.Chapter two discusses the theoretical basis of the social security system. Firstly, it introduces different concepts and main contents of the social security system, provides some standards of different social security system era, reviews the three era of social security and puts forward the concept and connotation of post-modern social security system. Secondly, the paper explains the characters of the four models and analyses the five functions of social security. Finally, it introduces the developments of different types of theory about social security system from different point of view.Chapter three studies the international comparison of social security system. The paper takes seven countries as typical cases. They are Great Britain, Germany, Sweden, America, Japan, Singapore and Chile. It has a comparison of the theoretical bases and the models of these countries' social security system. In the comparison of contents of different social security system, it places emphasis upon the countries' pension, unemployment insurance and social relief. Then the paper compares and summarizes different countries' fiscal system, legislation and management condition about social security system. It also compares the cons and pros of different social security system. At last, it has a comparison of the contents and trend of recent reform in these countries' social security system.Chapter four analyses the development of Chinese social security system. Firstly, it reviews the developmental history of Chinese social security system, introduces the three phases of Chinese social security system. Secondly, from seven aspects, it analyses the situation of the country that the Chinese social security system is facing. These aspects are population aging, economic growth and employment situation, difference of local development, enlarging of gap between rich and poor, fiscal burden, income out of wage and China's enter to the WTO and so on. Then the paper enumerates some problems to Chinese social security system, which includedeficit of social security fund, not well-established legislation system, problems of the management system, cost of the reform, the low degree socialization of management of social insurance and early retirement. Finally, combining the experience of the international developments and reforms of social security system with the situation of China, the author proposes some concrete advices to the establishment of social security system with Chinese characteristics.Chapter five is the conclusion and prospect. It summarizes the paper and proposes some new challenges and subjects in the field of social security system.
