Social security has long been the much-talked-about issue, since it is not only asignificant social problem, but also a political and economic one that concerns thefundamental interests of the masses, the party’s ruling statue, and the long-term peaceand order of the country as well. The history of social security in Modern China datesback to1980s, with a growing number of scholars studying social security of cities,especially that of large and mid-sized cities, while the research on that of small citiesis far from adequacy. As a result, this dissertation serves as an attempt to work onsocial security of small cities, delving into the necessity of the research, status anddevelopment, together with the comparison of social security among various kinds ofsmall cities, and thus propose a framework for social security of small cities from themacroscopic view of social security of China.This dissertation is categorized into five chapters:Chapter One: Social Security of China and its Research StatusIn1980s, in order to promote the economic construction, reforms were conductedand diverse regional economy was formed, which led to the challenge for socialsecurity and the new requirement raised by urbanization. According to theexpansionary domain of human activities, research on the subjects, methodology andobjects of social security has been developing as well. Chapter Two: Necessity of Research on Small Cities of ChinaSmall cities have long been the research objects of various disciplines, namely,Sociology, Economics, Geography and Urban Planology. However, research on smallcities from a perspective of precaution of social security is far from enough.Chapter Three: Status and Development of Social Security of Small CitiesSmall cities are witnessing a relatively intense situation of social security, due tothe difficulty in employment for some groups of people, the growing gap between therich and the poor, the increasing number of population below the poverty line, as wellas the weak legal consciousness and the frequent occurrence of mass disturbancetriggered by social contradiction, which altogether make the easement of stress onstabilization in vain.Chapter Four: Comparative Research on Various Kinds of Small CitiesDifferent small cities are faced with distinct problems of social security, whilethey share something in common. A classification research on various kinds of smallcities would be helpful to grasp the development trend of social security of smallcities.Chapter Five: Framework for the Precaution System of Social Security of SmallCitiesSmall Cities shall have big plans, which mainly focus on going with the flow.While traditional precautions of social security attached much importance to thedeployment of physical objects, modern precautions shall regard social security as asystematic project and treat it with an equivalent project, so as to meet the newrequirement of modern social security.
