Thinking On Chinese Human Capital Exploitation

First, the paper makes a summarization of western human capital theory from the aspects of human capital idea in early period, modern human capital theory and human capital theory in the background of knowledge economy on the standpoint of its history. Second, the paper explores four important revelations from western human capital theory: firstly, human capital is the momentum and decisive factor on the overall development of modern economy and society; secondly, strengthening education and training is the best approach to the forming of human capital; thirdly, learning by doing will promote the accumulation of professional human capital greatly; fourthly, giving fixed stock, reasonable allocation will improve its utilizing efficiency. Third, after analysis of Chinese human capital situations, the paper points out four problems: although having abundant labor capital, the amount of human capital is still at a low level owing to poor investment; there is large difference among different area, industry and different ownership economy because of serious imbalance on economic developments; misallocation of human capital leads to the low utilizing efficiency of quite a amount of it, and the main reasons come as follows: cognition problem, populations, insufficient investment, low efficiency and lack of mobility. Last, the paper brings up countermeasures: giving priority to the thought of human capital exploitation, taking differentiated investment strategy, forming diversified investment channels, perfecting allocation mechanism through market principle, carryingout legislated safeguard institution.
