The unemployment problem is becoming more and more severe and has been a social problem that people have to be regarded. It is not only a problem in the scope of economics, but also is an important problem that should be solved in the field of sociology, especially in the field of social security. Unemployment insurance is an effective policy adopted by state or government to ease the pressure of unemployment and to increase employment. China has also been suffering large-scale unemployment, therefore, how to further innovative and perfect current unemployment insurance system and to bring it into full-play is an urgent issue to be resolved.This thesis begins by reviewing the development of unemployment insurancesystem in China, objectively evaluating various systems in different periods and pointing out the insufficiencies existed in them. Regarding the current system in particular, it analyses detailedly the status of the system's application and the problems that need to be solved urgently at present. Then the author wishes to have a comprehensive understanding of the system before the innovations to be carried out, proposes five principles to which innovations must conform. And it redirects the system objectives, outlining a comparatively reasonable objective pattern as well as further showing the long-term and fundamental objectives. On the other hand, the author, upon gaining an understanding of the system' s functions in the social transformation period, redefines the functions in both practical and theoretical perspectives. In conclusion, the thesis advances some specific measures for system innovation, mainly focusing on three aspects as fund-raising system, payment system and management system for all of which are crucial to unemployment insurance system. For the innovation of fund-raising system, the author presents some concrete countermeasures about its charging mode, channels of fund-raising, means, rates, etc, in order to ensure effectively sufficient allocation of unemployment insurance fund and smooth running of the system. As for the innovation of payment system, the author advances some suggestions about payment conditions, drawing qualifications, payment deadline, pending period, etc. Fully showing the principle of both impartiality and efficiency and favorable to functioning of the system; About the innovation of management system, the thesisdiscusses the way to complete unemployment insurance information system, to improve professional competency of staffs, to establish an effective set of supervision system and to make the unemployment insurance system a compulsory by legislation in order to ensure a successful implementation of the unemployment insurance system.
