The surplus of agricultural labor force is a big problem perplexing the economic development of China. Especially with the implementing of economic system reform, the surplus of agricultural labors are more apparent. The numerous surplus of agricultural labors not only hinders the economic development of China but also brings a lot of social problems. It has attracted attention of many experts and government. So the study on how to solve the problem has positive economic meaning and social effect. The thesis takes the surplus of agricultural labors in Weifang as studying object and consists of five parts .The first part: the transfer theories of agricultural laborious surplus. At first, the thesis discusses concepts related to the surplus of agricultural labors. These concepts are including labor force, agricultural labor force and the surplus of agricultural labor. The paper takes this concept: the surplus of agricultural labor is the labor which is under certain area in regular period and certain productivity level. The supply of labors is more than the demand. The surplus of agricultural labors mean rural surplus labor of the crop-cultivation (cereal crops, industrial crops, forage crops). At the same time this part analyzes the economic concept of the transfer of agricultural laborious surplus. In succession, this part states all kinds of the theories related to the transfer of agricultural laborious surplus which consists of Lee's Push-Pull Theory, Mabogunjie' systematic theory of population migration Model, Fee and Lewis' dual structural developing model, T.W.Schultz's cost-utility model, M.P.Todaro's model of the populations migration in urban and rural areas.The second part: the trait of the surplus of agricultural labors and shifting in Weifang. At first, the quantity of agricultural laborious surplus is calculated in Weifang and the counties with two kinds of methods. We find that the quantity of agricultural laborious surplus is about 1,900,000 and the task of transfer is very arduous. At the same time the paper analyzes the status quo of Weifang's shift of agricultural surplus labors and the process is divided into two stages: (1) agricultural surplus labors shift slowly and are affected by policy heavily before 1978 ;(2) After 1978, the transformations of agricultural surplus labor demonstrate four characteristics 1 .the scale of shifting expands constantly and the proportions engagedin non-agricultural industry rises; 2. the shifting presents obvious stage and seems seasonal; 3. the transformation of the agricultural workforce has lagged behind nature; 4. agricultural surplus labors do not shift balancedly in Weifang.The third part: the dynamic power which surplus labor shifting. The power is made up of agricultural repel strength, the absorbing force in rural and urban area, and the fictional force. The decrease in cultivated average farmland mainly and the farm capital substituting function on the workforce embody agricultural repel strength. The absorbing forces in rural and urban area use one liner regression model predicting the absorbing power of the secondary industry and the tertiary industry in rural region and the urban as a whole. The shifting frictional force shows as economic cost and psychological cost mainly.The fourth part: the way of the shifting of agricultural surplus labors in Weifang. The way consists of the shifting on the spot and strange land shifting. As to the shift on the spot, it divides into four kind of situations: 1.taking Shouguang as a successful example, points out that it is an outlet to increase the ability of holding inside agriculture; 2.The agricultural workforce turns to woods, herding and fishery; 3.It regards the town of Jingzhi in Anqiu an a successful example and analyses agricultural surplus labors shifting to the secondary industry. 4. The development of the tertiary industry is an important way to shift the agricultural surplus labors.
